How much power per hour does this heater use?

I'm going to get a heater to keep my seedlings warm at night but I'm wondering how much power does the below heater use per hour?, the reason I ask is I'll be running it off a some what limited solar panel system.

Thats going to pull 16.7 amps at 120v . Thats a lot of juice to be pulling off solar panels.

Heat the pots with heat mats instead, keep the same temp as the earth and insulate the pots.
If in super cold environment.
In nature Root temp keeps plants stable.
or.....

Lights on at night to combat the cold as I do and the day temps are your colder 'night' period.

I have heat pads, I'm more worried about the leaves getting too cool during the night which will hinder the plants ability to process energy at night.

The night temps will be 9 °C - 10 °C.

There are no lights my friend, this is a van with a limited solar panel system.

Yep that's what I want, but none available at 250 watts.

I'm going to order a 250 watt fan heater, I think my solar panel system can handle that.
