How do I mature lower buds?

I'm 4 weeks into bud, the top bud hairs are turning brown but the lower buds are really struggling, what can I do? Is it possible to cut off the top ones to leave space, light for the bottom ones?

You really need to look at the trichomes to see if they are ready. A 50-100 x jeweler's loop works well. If the trichomes are mostly clear, it is not ready. The more Amber the trichomes, the more "body" you will get. The more clear, the more "heady" the high will be. I look for mostly cloudy with about 25% amber. When the top buds are ready you can trim them and leave the lower ones for another week or 2. The other thing you can do is cut some of the fan leaves that are blocking the light from the lower buds.

your not even half done if your 4 weeks in. and yes in the end you can harvest the top and move your light down to finish the bottom buds. but again, most strains take at least 8 weeks some up to 14. if you post some closer up pics of the buds that would be great. also to tell if it is finished you will need a magnifier to look at the trichomes (crystal)on the buds. they start off clear, then go cloudy and finally the will start turning an amber color, this is when you want to harvest.

This is a top. They're mostly browny but not to many trichomes as I've seen on other plants.
