How close

I have 16 seedlings under 3 Fluorescent tubes. they seem be growing vertical very slowly. They are only about 1 to 1 1/2 high but the leaves are nice and wide. i am trying to keep the tubes close to the top of the seedlings. How close should the Fluorescent lights be to the seedlings. thank you

1" should be fine, or as close as possible. Good rule of thumb is to use the back of your hand to detect heat, if it doesn't burn your hand, it won't burn your plants.
