Help Slow growth

Okay, hopefully i can get some help i was given this plant from a "friend" so im unsure about strain and age but i've had it for 3 weeks currently it is sitting under a 400 watt CFL. I am watering it using purified room temperature water. I recently transplanted them to a different pot with new soil but things aren't looking good any advice would be welcomed. below are some pictures hopefully there are clues on what i could do to save them

only thing i would say is give it 18/6 light period. Don't overwater it and wait it out. Plant that big may be happier in a sunny window. 400 watt cfl may be a bit overkill at this point
 
Alright thanks for your reply. I live in Canada and the weather has been fluctuating between 25 Celsius (77F) down to 5 Celsius (41F) so outside for me is a no go. I had a 2nd plant which is why i went for the 400 watt but it didn't live

I do have a automatic timer for my light so i could do the 18/6 light period but wouldn't that cause it to flower?
 
18 hours of light would normally keep a plant in vegetative growth. That plant you have there looks like a plant that has already flowered and run its life cycle. So.. prognoses is not good my man..
