Help! Light burn? Nitrogen toxicity?

Have had a couple outdoor seasons but this is my first indoor and I have the following setup

4x4 tent
2x 96x5w Mars reflector LED lights
1 oscillating fan

Plants

4 Nepali OG rooted clones plants sitting in..
-5 gallon smart pots
-50/50 Firefox ocean forest/happy frog mix


SORRY ABOUT THE CRAPPY PICTURES..

My plants are drying up and shribling, i assumed they were not getting enough light so lowered the light to 24" but to no effect was anything better..

Similar clones from same mother are outside and show lots of new growth.. And clones are nice and rooted.

Any ideas would be appreciated, thanks in advance.

Oh, forgot to mention that, sorry.

Fed ph balanced blend of floranova, sm90, and Monterey treatment. All at half strength, once every 2 waterings. Currently at week, after transplant.
