Heat issue

I'm having a issue with high temp in my tent I have a cooled light with 600w hps 2x 5''extractor fans.and a office type osilating fan but I'm hitting 34dgs tried running at night ect but still to hot
Should I put in a 400w hps and how much will that reduce the heat if at all

Is your ballast adjustable ? 50%, 75%, 100% etc. If so try turning it down. If not try to pull more air through the exhaust. Pics will help...
