This next November election will mark two years since the initiative to implement medical marijuana on Guam was passed and now another holdup in the much-anticipated final draft rules and regulations.
Public Health Director James Gillan says the rules and regs hit a snag with the Economic Impact Statement. Public Health's original rules and regs stated that the program would cost less than $500,000-- for that reason, Gillan says an official EIS was not required. However, Arizona, the state which Guam's program is modeled after, informed Gillan that "they cannot support our certification and monitoring program using their assets." This means public health will now have to create a certification and monitoring program from scratch, ballooning the cost of the program past $500,000. Additionally, Gillan says they will have to find a different division at public health to run the certification and monitoring program since the division of environmental health may have conflicts due to its responsibilities under the prescription drug monitoring and it's controlled substances enforcement program. Gillan says this issue will be addressed in the future. Meanwhile the newest draft EIS was sent this morning to the AG, if there are no problems, Gillan expects an approval from the AG soon.
