First ever grow room 6ftx6ftx6ft6tall lighting?

I am recently new medical card holder. I have my room all done in basement and ready to fork out the money for lights. Want to get this right was going to go with Quantum 16bulb t5 badboy for less power use but it pulls 980 watts so whats the difference then useing a aircooled hooded 1000 watt HPS. Need input. Quantum is almost twice the price. Open for any helpful ideas.
