Another good option is Can-Fan: Can-Fan Inline Fans

Max fan is the best though.

I am looking for a 4" fan under 200 CFL. Do they make Can-Fan Max-Fan for 4"?

No 4" Max-Fan, however the 6" has a built-in speed controller so you can dim it down.
