Electrical issue

Ok here's the situation I have a rented apartment , with old knob and tube. due to the fact its only in the walls and ceiling with no blown insulation in My part of new England this is legal. Apparently NEC code permits this. This being said luckily I have baseboard electric heat on a 220 tandem breaker I'd assume daisy chained to the thermostat now this appears to be 12/2 Romex wiring and is updated directly to the box now my issue is it dims allot sometimes I need to shut shit off to use other things but my gfci appears to also be tied in not sure if it also is on the 220 line.

My major questions are can you run a regular wall outlet to a 220 if not how do I make my standard 110 hps convert to 220 I'm no electrician but now a decent enough one just looking for experienced people nee ds to be up to NEC code and safe

If you have a digital ballast, they usually can run on the 110 and the 220v outlet. Check the ballast info plate or sticker.

Aha so I'd my friend uses a 220 plug for wall I could buy a hps that has a digital ballast and plugs into tht?

Yep. You'll see them saying only 110v or only 220v or
110/220 for both. The ballast knows the difference

Even some of the magnetic ballasts have two separate plug outlets on them. Letting you choose 110 or 220

Ok cool I'll let my electrician know and I'll buy a ballast and light setup maybe off Craigslist shits expensive I'm trying to flower that kush and all the others under 1000 watt hps
