Iowa lawmakers are once again tackling the emotional issue of legalizing marijuana for medicinal purposes.
By a 17-6 vote this week, the Iowa House's Commerce Committee approved a bill that would expand the uses of cannabis oil to treat cancer and multiple sclerosis victims with a limited life expectancy, as well as for epilepsy. State Representative Cecil Dolecheck, who is not a committee member, tells KMA News patients would use the drug in prescription form.
"It would be under great illness under doctor's supervision, or doctor prescribed," said Dolecheck, "to treat those illness as a pain killer, mostly, for those individuals who are required to use some other type of pain killer which has much longer negative effects on the liver, and some of the internal organs after a prolonged usage."
Dolecheck says supporters point to studies indicating cannabis oil is a safer alternative to other prescribed drugs.
"Most of the research indicates that medical cannibals doesn't have an negative effort on internal organs as some of the other medicines that are used," he said. "That's what's being pushed forward at this time.
However, the Mount Ayr Republican says the legislation doesn't support a complete legalization of marijuana.
"There's no effort by any legislator," said Dolecheck, "to push forward any type of legalized marijuana. That's not what this is. That's not what legislators want. But, there's a growing consensus and growing concern from several legislators that talk of prescribed medical cannabis oil, with strict supervision and doctor's prescriptions, that that might be the way to go."
The legislation approved Wednesday is a scaled-back version of a bill considered by the Iowa Senate last year. Several people testified in support of the measure, while only two spoke in opposition. The bill now moves to the full House for consideration.
