Could this be my problem with slow growing plants- exhaust fan speed???

I just realized that I have had my exhaust fan on high and I am still using a t-5 double bulb to get my 3 inch tall - 5 week old plants growing. They are real nice and green but miniature.

Could it be that I should turn down my exhaust fan that is pulling air out of the tent? I have a speed adjuster for the fan and the grow tent is only 2x4x5.
 
How far are the lights to the plant? you should get them as close as possible (I mean a few inches) & check on them so they don't grow into the light & get burnt. Also check the temps inside the tent...with such a light im not sure you even need an exhaust fan, passive airflow will do. finally if you haven't already, start adding good nutes, begin with 25% recommended strength. Good luck
 
You probably don't need any fan for 2 T5 bulbs. Plants need to be warm, have light and working roots to grow.

Don't worry, fix the problems and they will grow.
 
the exhaust fan is not needed at all. i have same size tent for clones/mother powered by 3 6500k CFL lights + 10 T-12 6500k fluorescent tube lights. i leave air vents open and 1 fan. hottest it gets is 80.4F.
