Massachusetts - Town officials have been in contact with a company that wants to open a medical marijuana dispensary in Norwell, Town Administrator James Boudreau told selectmen recently. At their Nov. 20 meeting, the board voted 4-1 to send a letter of support to the state for the applicant, Mass Medi-Spa. Selectman David DeCoste was the lone dissenting vote. "We had one response for the second-phase application for medical marijuana," said Boudreau, although he chose not to identify where the facility would be located. "We've met with them. This is a credible company. This is not some fly-by-night operation or someone who just jumped into this process."
Boudreau said the company is looking to open medical marijuana treatment centers both in Norwell and Nantucket. He said the Norwell site would include the manufacturing and distribution of medical marijuana, although it would mainly focus on the manufacturing side of the business. "There would be very little walking in and getting the drug," he said.
According to its website, Mass Medi-Spa is "comprised of a team with years of experience running large-scale cultivation and dispensary operations in other medical marijuana states. Mass Medi-Spa is well equipped to service a vast patient population with the highest quality medication and professionalism, focusing on patient care and community outreach."
This comes following Town Meeting's approval earlier this year of establishing zoning for medical marijuana in Norwell. Annual Town Meeting approved a zoning measure to allow dispensaries in the town's two industrial areas: Accord Executive Business Park and Assinippi Industrial Park. The Department of Public Health has announced a two-phase licensing process for medical marijuana centers in the state. In the initial application phase, applicants underwent background checks and financial screenings and also paid a $1,500 application fee. Applicants that make it to the second phase of the licensing process must pay a $30,000 fee and it is at this point that the application must become site-specific and gain approval by selectmen.
"They may or may not be selected. If they are, we begin negotiating with them," explained Selectwoman Ellen Allen, noting that second-phase applications had to be submitted to the state by Nov. 21. Under the DPH guidelines, dispensaries that are selected will also be required to pay a $50,000 annual registration fee and a $500 annual registration fee for each dispensary employee.
