No CO2 is best used with intense light while in flower. It will let you go to higher PAR at the canopy.

If you have a co2 monitor you can match the co2 to your ppfd numbers according to my reading on the subject, no personal experience though, just what I have read and watched online.

Not really for clones, no. At least not enough to be worth doing it. There is plenty of CO2 in fresh air for clones and babies. Hard vegging/flowering at light intensities over 950-1000 PPFD? Sure.
