Winnipegger Glenn Price lives with constant, chronic pain. He has a prescription to ease it, but can't get his hands on the medication. That's because it's marijuana.
Price said he finds the online ordering system incredibly difficult to navigate.
"At least in Vancouver you can speak to someone directly. They will help you out, make sure your forms are filled out correctly. But with these government sites, it's a web page."
A year and a half ago, he could have just grown his own, like 37,000 other Canadians.
But new rules in April of 2014 forced patients to stop growing and start buying from federally-licensed dealers.
Marijuana advocates want the old rules back and want them relaxed even further.
"What we have to do is legalize and allow people to grow their own if they wish, to a certain limit of course," said Bill Vandergraaf from Law Enforcement Against Prohibition.
But Health Canada says, "the program.....was open to serious abuse and had unintended consequences for public health, safety and security."
The new rules are being challenged in court but until it's all sorted out, Glenn Price will have to keep trying to navigate the current system.
