California new regulatory laws questions!

I knew California was enacting 3 new laws called California's medical marijuana regulatory and safety act(s). Ive read through them time and time again. I'm wanting to move from riverside to san diego and am wanting to seek local approval (as the new laws state) to get my commercial grow license from the state. I need to do this fast before san diego has decided they given out too many approvals for commercial grows.

My question is how the hell do I go about getting local approval?! I understand where the property must be situated and the regulatory aspects of size of grow etc, but what do I do, just blast off an email asking some county member if I can grow weed in the county? I'm sooo lost. isn't there some kind of legal documents or something?

Each city under the new laws gets to choose if they want to allow commercial cultivation, medical cultivation, recreational business. and everything along with it... they can decide to regulate and allow it, or ban it. This is on a city by city basis. Most California cities have banned it, so you would have to go to each city and find out if they allow it or not. To my knowledge, as far as commercial cultivation, there are only about 15 cities statewide that will allow licenses and CUP's for commercial growing. About 95% of the cities have banned it, other than the 6 plants that are allowed under AUMA (but also may require a city permit, landlord approval and other things).

The new laws for "legalization" suck! especially when most cities have banned it.

Best thing you can do is either call or search online each city you are considering. I don't know of any in San Diego area that are allowing for cultivation, other than a Native American reservation casino being converted, and a few desert citys out by palm springs.
