Guadalupe's City Council has made it clear that medical marijuana dispensaries are not welcome within city limits, but Tuesday, members will try to come to consensus on cultivation and delivery.
In November, the council adopted a resolution stating its intent to adopt an ordinance having to do with marijuana cultivation, processing and transport. However, a representative of Klub Med LLC expressed an interest in establishing an indoor marijuana cultivation operation in Guadalupe, and asked that the council allow him to give an informative presentation before it comes to a final decision.
The council voted 3-2 to wait and receive the presentation, and although the representative will not attend Tuesday's meeting, he expressed intent to send an informative letter to the council in an attempt to sway a vote toward allowing cultivation. Council members are being asked to come to a consensus so city staff can prepare a final ordinance banning or regulating cultivation, processing and transport of medical marijuana.
The council has an approaching deadline of March 1, 2016, to make a decision, with 30 days after each reading of a proposed ordinance also needing to be factored in.
Guadalupe already forbids dispensaries, and officials made it unanimously clear at the Nov. 10 meeting that they intend to continue banning them. So now just personal and commercial cultivation and delivery are up for discussion.
"One item council may specifically want to discuss is mobile dispensing, which is presumably already taking place in Guadalupe," a report from the city manager's office said, noting Santa Maria recently banned cultivation but will allow delivery.
Guadalupe's City Council also determined the acceptable locations for adult businesses within city limits at a council meeting in November, and residents will get their chance to weigh in on the decision in a public hearing. In its last meeting, the council narrowed legal locations for adult business from three options to just one, an industrial area near Obispo and 4th streets.
Now, an ordinance will be brought to the council for a decision after a public hearing.
The council also will vote to adopt a resolution approving recent negotiations with the Police Officers Association of Guadalupe.
The meeting will begin at 6 p.m. at City Hall in the council chambers at 918 Obispo St. in Guadalupe.
