The Santa Barbara County Board of Supervisors discussed changes to marijuana regulations Tuesday.
The talks came after a 300-page environmental impact report was released, detailing the possible future of pot operations in the county.
The Cannabis Land Use Ordinance and Licensing Program would regulate marijuana activities in unincorporated areas of Santa Barbara County. The goal of the program is to find a balance between the demand for marijuana products and the health, safety, and welfare of communities that may be impacted.
"What is it going to do to the air, traffic, noise - those types of things," said 5th District Supervisor Steve Lavagnino.
The program would regulate how, where, and how much cannabis may be cultivated, manufactured, tested, distributed, and sold - all while protecting the environment and communities.
"I would think, probably, this time next year there will be a couple of dispensaries open and people will be able to go purchase recreational marijuana," Lavagnino said.
"The whole West Coast is, yes, going green folks," said John Treur of Cuyama, who spoke at the meeting Tuesday.
"The industry has a significant positive impact on jobs," said Robert Fedor of the Cannabis Council of Santa Barbara County.
A community group called Tepusquet Canyon Crisis Committee spoke on the EIR. Members said they don't have a problem with pot, but they don't want it in their canyon over safety concerns.
"The roads are too small, it's too narrow," said a member of the group. "They are bringing semi trucks, equipment, tractors, bulldozers, water tenders. Someone is going to be hurt or killed."
County planning commissioners will take the final draft to supervisors in February. A final decision on whether to allow or prohibit cannabis activities in the county is to follow.
