Facing a quickly approaching state deadline to exert local control on medical marijuana regulations, the City Council this week explicitly outlawed cultivation and other uses.
The city already has a ban on dispensaries, but on Tuesday added cultivation, processing, delivery and mobile dispensing to its list of restrictions.
The decision came in response to state laws regulating the industry that were signed in October. The legislation gave municipalities until March 1 to enact enforceable ordinances. Ironically, Gov. Jerry Brown signed a cleanup bill Wednesday that deleted the deadline, which apparently had been included by mistake in October's set of bills.
The deadline, however, had spurred many cities to ban cultivation and other uses out of fear of losing local control, according to multiple media reports.
The Planning Commission on Dec. 9 first recommended the Council expand its restrictions on medical marijuana.
Due to the then-March 1 deadline, Tuesday's resolution was passed on an urgency basis and went into effect immediately. It came up for discussion as a public hearing, yet elicited no comments from the public or Council.
The decision is a contrast to neighboring city Adelanto, which recently approved 25 medical marijuana cultivation permits and is projecting the new industry could draw millions of dollars and hundreds of jobs into the city.
