City councils across Orange County are debating what regulations should be put in place should voters approve Proposition 64 and legalize recreational marijuana use.
The Laguna Niguel City Council unanimously voted Oct. 4 to readopt its ban on marijuana, including dispensaries, for this ballot contingency. However, the city didn't call for its residents to obtain permits before growing up to six marijuana plants indoors.
The council vote comes on the heels of decisions from Aliso Viejo and San Clemente to require permits for limited indoor cultivation.
The marijuana item was introduced at a Sept. 20 public hearing, but the council did not discuss the item at the Oct. 4 meeting.
