Buds below the tops not growing and staying little calyx clusters: can anyone help with problem

So i moticed that the top buds were growing so nice. I have been growing for years and never had this problem. Basically all the top 2 to 5 inches of the buds look great, but then as you go down where the bud should be looking nice still they turn into these little clusters of hard calyxes with no trichones on them and nothing to them, like they started to grow and stopped and just aged. Im putting on picks it happened to multiple plants. Different strains.

I hope you can get some good answers.
I just had the same thing happen to most of my crop.
I'm thinking I was root-bound and my buds stopped developing.
I've done a 1/2 (tops) harvest and the lower maybe bulking up and producing more trichs but I'm not positive.
I may also have had a heat issue as Pennywise suggested.
I had about 2 weeks I could not get the box below 27 degrees Celcius with 5 fans blowing during a heatwave around week 6 and 7 of flower, and had no air-conditioner
I hope your harvest was OK - After 3 days of curing, I tried a bud that was dry enough.
Smoked the whole joint. Know I have a buzz but not baked.
Hoping for better results from the bottom half...
