That is only a fixture to hold T12 bulbs. If you want a tray to hold your clones with a very weak light overhead they will work fine.

I want to flower my plant under it with the assistance of my 5 CFLs I'm currently using to veg. Would that work? Sorry I'm new to this.

I would suggest high output T5 lights if you want to go with tube florescent lighting. Have a quick read through the link in my signature for a basic primer on plant lighting.
