All State and Federal employees are citizens of the US and as such are protected by Federal Law against "sharing" information on medical files, state or goverment applications for birth certificates, immunization records, etc these are all covered under the HIPPA Law. There is a steep fine and prison time for such a violation.
I have a friend who while in Afghanistan developed a vicious opium habit
(Pakistani white), and was a policeman here at home. In his quest to rid himself of those chains he went to a Methadone clinic and then a Suboxone Dr. He was paying this bill himself worried about the same when I told him the law 2-3yrs ago he now puts his suboxone Dr and pills through the Departments insurance and has had zero feedback, he even won union secretary spot last year in a heated election where any info like that would have cost him dearly. So no worries it's a federal law backed up with strict state law that this info not be "shared" with law enforcement or any other state worker or agency unless instructed to by a written order from a certified and sitting judge who has jurisdiction. Even if a Health Dept employee saw it she could sue and retire if any leak happened.
