Anyone ever seen anything like this?

This is Purple Grizzley strain at 17 weeks and it is in soil outside. as far as I know it was supposed to be a regular seed but only in one area on the plant the leaves are super close together. I have never seen nothing like this in my 30 years of growing. if anyone has a guess or fact I would like top know.
