There’s nothing arbitrary about it. The laws exist for the same reason the majority do. So those with everything can control those with nothing.
 
interesting read but not really anything new. the genetic tracing mirrors most of other previously known theories and historic records of cannabis origin.
 
As Bluter commented this contains little new information. It also contains some inaccuracies. It attempts to yet again differentiate between hemp and Cannabis there is no taxonomic difference between them. Both "Hemp" and "Cannabis" are the same plant. What varies is the method of cultivation and selection for different purposes. I have grown "industrial Cannabis" by different methods and had different results. The plants I grew close together with 1 foot spacing grew tall and spindly as you would expect with little psycho-activity. The Plants I grew with wider 3 foot spacing grew a little shorter but with much branching and more flowers. The flowers were airy its true but they were much more potent than the other taller crop. Not as potent as some modern cultivars but a lot more potent than the plants that were grown at the narrower spacing.

The seeds of both groups came from the same source in the same 1Kg bag, sold as bird food or as fishing bait in the UK.
