Afraid I might have killed them

After a recent post, zI took the suggestion to shut off grow light until seedlings pop thru. I have been watering and found this....white powder over everything futhet investigation I found my watering bottle smelled of chlorine. My ph was tested at 6.4 and now it dropped down to 6.1 any suggestions ???
Should I just discard and start over ???

Get a heating pad put it under the Trey it will warm seeds evaporate water and hopefully help you kills bacteria and light is a good option
