Acceptable outdoor temperatures for seedlings

I'm going to be germinating inside in an environment that is 19°C to 21°C, then straight outside into an environment that is averaging 17°C during the day and 6 - 7°C at night.

I know these temperatures are not ideal, but are these temperature ranges acceptable for germination and the seedling stage?

It wouldn't be favourable for alot of strains, but there is quite a few strains out there that are resistant to cold temps. At worst they'll most likely still grow, but the cold temps will stunt their growth, I've experienced that recently in similar conditions.

It's a tough strain, at least against mold and pests, but I've never tested it against cold temps.

Just to clarify, when you say "stunt their growth" you mean permanently, right?
