90 yr old mother looking for pain relief

My mother is 90 years old in a wheel chair and suffering terribly. She has osteoarthritis. She actually has two spinal fractures in her back that they can do nothing about. She has been to three pain specialists and nothing seems to help hydromorphine, Tylenol 3 etc she is on them all.
Today she called me and said (short version) she cannot deal with the pain and asking what she could do. She is desperate for relief. Does anyone know where a Canadian could get some quality (not hemp)CBD cream. I have read so much about it and would love to see if it would help her.
Or if anyone has any suggestions please feel free to express them.

I don't know where in Canada to obtain this. If you have any way of getting your hands on some good quality whole plant flower, you can make cannabis oil following the Rick Simpson Oil Method (Phoenix Tears). I am making it for my father for his cancer. I hope you can find what you need for your mother!! Good luck! I wish I could be more helpful but I believe in this oil if you can get a hold of the flower to make it!
