6 Mature OR 12 immature? What's the OR? One or the Other?

I'm trying to get this straight. When they mean OR is it meaning you can only have plants in the veg state *OR* in the Flowering stage? What if you have 5 Flowering and 6 Vegging? Would you be breaking the guideline rules?
Can n e 1 with some Knowledge on this help explain this 2 a simpleton like me... Does that mean it's completely illegal to have a perpetual grow going on? Plants in all stages of life? So long as there below the OR guidelines? Thanx 4 n e help and insight !!

Not sure about the wording of the Cali law but, the Oregon law says you can have 6 adult, meaning larger than 12x12 or in flower and 18 smaller than 12x12 and not in flower!
I would think that the Cali law is similar.
