150w HPS Tries To Ignite?

I just got a 150watt hps light ballast and all. When I plug the light in about every 20 seconds or so a blue spark appears in the small tube inside but it never lights up. Anybody got a clue what could be wrong? The bulb is screwed in tight and the ballast's fuse looks fine.

only two other components left are the capacitor and the igniter. sounds like a bad cap 2 me. most meters can check caps, but be careful and let the cap discharge it self first.

Well I would start with the basics and try a new bulb before I go looking at parts for the ballast.
