You should be able to cover the entire with light using the ones you say. I would put all the pots in the center of the room with a walkway that goes all the way around the room. The 400w ers will be a little weak along the long walls. But, if you don't put plants all the way out to the walls you should be fine. It's more about how much floor space your lights will light and less about how many pots can fit under them. You can fit as many pots as you have light to cover them. Bigger pots (which I recommend) would take more space then smaller pots. Each of your lights should cover a 4 ft x 4 ft area. So, you should be abe to light a room that is 4 ft x 12 ft. But, that would be the minimum amount of light for that space. If you moved up to 600w bulbs, you would be just about right for that amount of space. But, I'm sure you can get it done with three 400w lights.
