leave bumps

Hey guys, I’ve recently applied a dose of eco neem to rid my soil of a few little pests. (Old potting mix) And may have applied it with a bit too much water. Just seen this small bumps start arising only on the top of new leaves starting to grow. Is this the beginning of gray Mold? Please help...
