Help! Deformed plant with only fan leaves

I planted this seed that came from a hermed bud of Chem Dog. It took 10+ days for it to sprout. Also there was 6 other seeds that I put in glasses of water and paper towels and NONE germed. Anyways the plant is definitely deformed but I'm gonna keep growing it, so I thought I would post on here and see if anyone has had this happen before?
Room Temp :75 lights on 68 lights off. RH 30/50% fluctuates.
Medium: Soil (Mg) mixed with perlite. About the soil though, its been used to grow before. So i was thinking that could be the main problem. Any suggestions?

Might be hard to see in the pic but the fan leaves are actually splitting in two...

As long as it.s alive let it grow. It just might grow out of it.

As the soil was used before, there might be some salts build up that is affecting the new plant. Did you flush the soil good and bake it before reusing it?
