Aggressive New Growth after 2.5 months outside. Why? Thoughts?

Aggressive New Growth after 2 months, (outside ) into flowering since May. Prior to May it was inside under 24 hrs of light. Serious bending with rope to keep it below the fence, it's gonna be close when done. Why do they do this? Could it be the streetlight 120 feet away? I was told no, but? Thoughts? I have found if you veg the plants in 24hr light, when you take them out side to early the light is not right yet and it causes them to go into the budding cycle and when the light gets right they have to go into the veg cycle which causes them not to do anything for the first 4 weeks and then you will see a big groth spurt at least thats my experience.I hope thats what your talking about.TOAST
