New to growing .... Could use some advice

Hey I am new to all this and i bought a medical clone... its planted in dirt and chicken poop and it was a little brown on the bottom 3 leaves but i have been keeping a 100w flourescent screw in bub with reflector as u can see in my pix if they ever upload... I have been keeping the lights above both plants for 24/0 but i read that i should to 20/4 so i cut it off and then someone told me to leave it on... The plant seems ok but not growing much... What can i do?.... Also my plantsleaves feel dry and rough is that normal???? I have been misting food and watering with food... But now im only spraying water... Any tips? Do i need more light just trying to grow it a couple of feet and bud it..... How many buds does an a erage plant put out at 2 foot? Any response would be greatly appreciated.... 420
