Exhaust and Oscillating Fan Question

I'm a newbie to growing, have read many books and blogs on this site and have two questions. First, should exhaust fans (air exchange fans) run during the periods when lights are off (the plants nighttime). It doesn't make sense to me to exchange the air when photosynthesis is not taking place during their rest. Especially in cold climates.

My second question, I believe that the oscillating fans should run 24/7 for mold control and to help the plants general health. Is this true?

With the exhaust it just depends on the environment... I run one of my intakes and exhaust 24/7 it helps keep the humidity down when my lights are off.. I also have one of my oscillating fans going 24 hrs...I also like them to always have fresh air... The oscillating. fan also helps keep the stems strong for those fat buds at the end...

Keep the exahaust going 24/7 to prevent condensation/high RH which can help usher (already present, pretty much ubiquitous) mold spores into ur grow. U also want to exhaust O2 rich air out to make room for CO2 rich air to circulate thru so when the lights come on the plants are set. kinda like u waking up and the oxygen is already in place for u to breath so u can start ur day. As opposed to having to wait for some1 to enrich ur air so u can breath enough O2 without struggling or "gasping for air". Just makes sense to me that way although I don't consider myself an expert.
