He began asking the officer about his bike, police said, and the officer noticed one of the cans was open.
After a brief investigation the officer found marijuana, police said.
Thomas Sullivan, 19, of Fifes Bay Road, is charged with possession of a controlled substance and breaching an undertaking.
He is to appear in court July 31.
