Leaves curling upwards

My northern light plant is about weeks old. Its potted in a half gallon pot with cocopet mixed with organic fertilizers. All the new leaves are curling upwards and few old too.
I am giving about 20 hrs of CFL 28x2 watt plus a 65 watt light at a distance of 5'' in a 3x3 enclosure with a small laptop fan. Apart from it I am giving four hours of darkness with a standing fan at moderate speed. I am watering the plant every alternate day. Can someone please help. I am attaching a picture

Heres some tips,
Could be ur temps, a laptop fan may not be enough ventilation, and when plants r in too much heat and light the leaves will cup to avoid collecting light and infrared heat. the amount of cfl's u got will produce lots of heat. Whats the plant like during nite shift? might even be to much fertilizer, most often young seed plants can do with little or no fertilizer for first few weeks. If ya can, Bring the lights farther away from the plant for a few days, and more PC fans, also stop fertilizing, and see if she recovers.
