HPS or 23watt cfl for grow box

I'm building a 5x4x2 grow closet and need help deciding on weAther to use an HPS 400w in this space to reduce the need for a plug in heater.. The box is in my basement so right now I have them (mother and two clones) in the room where the box is built and have 23w CFLs suspended over them and an electric heater and an oscillating fan for circulation. I don't know if the 400w bulb will be too hot I'm planning to grow 5 plants in there. Was originally going to use 6 23w CFLs which is 600w but not as hot! But now my heater died so I was thinking .... HPS??? The box is for veg only - the mum has her own box :) and there's a shelf above the veg for germination ( so the warmth from HPS would help? )
SOMEBODY PLEASE HELP THIS 40yr old newbie :) I am enjoying reading all the interesting feedback this is truly a great place thanks for being here - everyone!

That's only 40 cubic feet of air. How hot do you want to cook your plants in there? Here in the dead of winter I keep my house at 60F CFLs in my tent keep them at 64F. Humidity is 64% in there today. Its just ambient conditions. Some ammendment 64 coincidence? You betcha. It helps that that a certain megaretailer has 3 spectrums of bulbs (2700, 5000 and 6500K) that use 24-26 watts for $1.50-$2.25 per bulb.

That math will get you. 6 bulbs at 23 watts is 138 watts not 600.
