How long do you wait till you put your plants outside? (first time grower)

I started from seed a week ago soaked for 15 hours then planted in this potting soil called earthgro had them inside on a single floro bulb cause the growlight i had is old and one of the tubes was burnt out. so 8/9 of my seeds germinated and i lost 1 seed in my brown carpet after i droped it it did a weird bounce or something never could find it fml. Also a tip for seperating roots for some odd reason when i planted them into soil it wasnt presoaked so when i burried them 1/2 inch down one of the seeds flooded and went into the same pot as another. SO THE REAL QUESTION its mild weather here but my plant stems seem to have bent ? idk if you have seen in the picture cause of the wind and when they streetched under the bulb. is it to soon for them to be out in nature?

Its only not ok to put them out side when its over 100 degrees. As far as seperating roots dont do it , it will shock both plants .Its better to grow both plants together.I hope that helps. TOAST
