First time grower

This is my first time growing. I started out with 10 seedlings in mid April and only 2 survived. Until they were about 2 feet tall they were under the lights 24 hrs a day. Then I switched to 12 on and 12 off, now there over 4 ft n showing all kinds of little tiny buds but not quite budding right I don't think anyways. I don't know what to do anymore. Some of them are falling off even. Plz help, I can post a pic also
