My rule for topping seedlings is to wait till there are at least 5 sets of leaves. (5 to 7 bladed, not 3 bladed). You could wait till 6 or even 7 sets of leaves, 5 is the minimum.
Top so that at least 4 large branches below the cut can grow up. The lowest point you could top is the second true node. but you can top higher as long as you prune so that you get 4 main tops.
