another way of asking

Just wondering if I could get assistance on how to set-up grow/sell facility in Laguna Beach CA; I proposed that the city plant the eight acres behind police station/cityhall and open their own store. One city council member was interested because of the greater control (security) and, perhaps, greater income generated that could offset projected budget shortfalls. It was suggested that the city should not be in the 'biz' directly, but, would be politically more correct to sub-contract the operation to a private concern. I welcome any thoughts and/or suggestions on how to accomplish the end result of providing affordable medical marijuana to the local 'in need' populus of which I'm part of. I'm a long-term survivor of AIDS living in section 8 housing in downtown Laguna Beach 2 blocks from the cityhall/police station*!*! THANKS
