I know it's either the fixture or the ballast. I tried replacing the bulb with a new one and it still wouldn't work. No, it's not under warranty. I got the it the Christmas before last.

Just a tip, according to Edd Rosenthal, you should quit fertilizing your mother plant a few days before taking cuttings so your cuttings put their energy into roots instead of trying to grow more leaves.
